Minority Leader Alexander Afenyo-Markin has called on Speaker Alban Bagbin to give parliamentary caucus leaders full opportunity to present their views before ruling on whether a matter is admissible in Parliament. He raised the issue during an emergency sitting of Parliament, stressing that how the House handles the situation could affect Ghana’s democratic image and reputation abroad.
“The nation would want to know how Parliament will react to this matter. The international community is monitoring how the people’s representatives are able to advance the debate,” Afenyo-Markin said. He urged the Speaker to consider the submissions from the caucus leaders carefully before making a determination.
Afenyo-Markin pointed out that the chance to speak was specifically given to the leaders to speak on behalf of their respective caucuses. He said allowing them enough time to fully present their positions would help Speaker Bagbin reach an informed decision.
“All these must be factored in, ensuring that we get the appropriate space to make the point to also assist you in coming to a determination, one way or the other,” he said.
The Minority Leader linked the parliamentary proceedings to Ghana’s standing internationally. He referenced comments from a government minister who recently spoke about the confidence of Ghana’s international partners. “It is the image of the country that is on trial,” he added.
Afenyo-Markin also argued that, when the Speaker invites views to help decide on the admissibility of a matter, those allowed to speak should be permitted to fully make their case. His comments are part of ongoing arguments being presented to Speaker Bagbin, who is reviewing submissions from both sides before deciding on the issue.
This intervention highlights the tension in Parliament as it navigates its role in ensuring fair debate while under scrutiny from the public and the international community. The Speaker’s decision on how much room caucus leaders get to argue their positions could set a precedent for future proceedings.
