Who gets to decide how climate money is spent in Ghana? That was the central question raised in Accra on September 4, when climate coordinators, diplomats, and local community representatives gathered for a policy engagement workshop on gender-responsive climate adaptation.
Victor Mombu, the project coordinator for the Nature-Based Solutions in the Guinean Forests of West Africa Project, told attendees that national climate goals must translate directly into local budgets and investments.
Without direct access to funds for the people living on the frontlines of environmental change, national policies risk falling short of their goals.
"Inclusion must be visible in financing criteria, programme design, resource allocation, implementation arrangements, and accountability systems," Mombu said.
"We must ask not only how much climate finance is available, but who can access it
