The Pan-African Parliament has unveiled three Model Laws to help African Union Member States harmonise national legislation and advance the implementation of Agenda 2063. The laws were launched during the two-day Conference of Speakers of African National and Regional Parliaments, which ended on August 1, 2026, in Midrand, South Africa.
Model Laws for a Unified Africa
The Pan-African Parliament has developed three Model Laws to support Member States in aligning national legislation with continental commitments. The instruments cover gender equality and equity, labour migration, and sustainable soil management. According to Dr Fateh Boutbig, President of the Pan-African Parliament, the Model Laws were designed to be practical legislative tools that respect the sovereignty and diverse legal systems of Member States.
The Model Law on Gender Equality and Equity seeks to promote equal opportunities, increase women's participation in governance and economic empowerment, and address gender-based discrimination and violence. Madam Dao Miriam Gabala, Chairperson of the Committee on Gender, Youth, Family and People with Disability, said the framework also encourages the inclusion of young people and persons with disabilities in national development and decision-making through legislative reforms.
Labour Migration Framework
The Model Law on Labour Migration provides a harmonised legal framework for safe, orderly, and regular labour migration across Africa. Presenting the instrument, Mr Senator John Bonds Bideri, Deputy Chairperson of the Committee on Trade, Customs and Immigration Matters, said it promotes fair recruitment, equal treatment of migrant workers, social protection, labour mobility, and stronger regional cooperation in line with African Union priorities and international labour standards.
Sustainable Soil Management Guidance
Euphrème Outata, Deputy Chairperson of the Committee on Rural Economy, Agriculture, Environment and Natural Resources, said the Model Law on Sustainable Soil Management provides legislative guidance to address soil degradation, strengthen soil governance, improve food security, promote sustainable agriculture, and enhance climate resilience. The Pan-African Parliament said the three Model Laws would support Member States in advancing the aspirations of Agenda 2063 for an integrated, prosperous, and peaceful Africa.
Next Steps for Member States
The Pan-African Parliament has urged Member States to adopt and implement the Model Laws to support legislative reforms. Dr Fateh Boutbig described the initiative as the beginning of "a new era in legislation-making." The Model Laws are designed to be applied to improve the lives of Africans, and it remains to be seen how Member States will respond to this call to action. As the African Union continues to work towards a unified and prosperous continent, the success of these Model Laws will be closely watched.
