Ghana has established a formal legal framework to regulate commercial motorbikes, tricycles, and quadricycles under the Road Traffic Regulations, 2026, also known as L.I. 2519. The new legislative instrument establishes clear legal rules for the commercial operation, vehicle registration, and driver licensing of fare-paying transport services known locally as okadas.

The introduction of L.I. 2519 follows an amendment to the primary transport law, the Road Traffic Act, 2004 (Act 683), which was amended in 2025. That mother Act provided the overarching legal framework needed to formally recognize motorcycles for commercial fare-paying services across the country.
