Ghana is on its third attempt to reform its 1992 Constitution, and civil society groups fear political campaigns could kill the effort again. A coalition of more than 100 civil society organisations is now asking government to pass an Act of Parliament that obliges future administrations to stick to a clear reform roadmap.
The Centre for Democratic Development (CDD-Ghana), an Accra-based governance think tank, raised the demand following concerns over how past review efforts collapsed when political power changed hands. The coalition wants a legally binding document to dictate how recommendations are considered, negotiated, and implemented over the coming years.
