IMF identifies political appointments as major weakness in GPHA, VRA, COCOBOD and other SOEs

The national chairman of the governing party served as the board chairman of the Ghana Ports and Harbours Authority, a position that remained intact even after a change in government in 2025.

The International Monetary Fund singled out that arrangement in its 2024 Technical Assistance Report on Ghana’s state-owned enterprises.

In the report, the Fund warned that political appointments to chief executive roles and corporate boards are a major weakness in the governance of Ghana’s state enterprise sector.

Ghana created an official framework designed to make board and executive appointments structured and merit-based.

However, the IMF stated that in practice appointments remain highly political and centralised in the Presidency.
